NUMBER: OHT-2025-0020
LOCATION: Cornwall (Ontario) and remote work
CONTRACT TYPE: Full-time permanent position (35h/week)
TEAM: Great River Ontario Health Team (Great River OHT)

As part of the transformation currently underway in Ontario’s health care system, organizations, and community members in the Great River OHT Area (City of Cornwall, Stormont, Dundas & Glengarry, Akwesasne and parts of rural Southeast Ottawa and Russell Township) have come together to form a Ministry of Health approved Ontario Health Team. The Quality and Decision Support Specialist plays a key role in supporting the Great River OHT’s efforts to improve health outcomes, enhance patient and provider experience, and optimize system value. The candidate will work with OHT leaders and a diverse group of internal and external partners to ensure successful engagement and will oversee the evaluation of the OHT’s performance.  This position will work closely with the OHT’s backbone support team, and report to the Executive Transformation Lead.

SPECIFIC RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
  • Co-design measurement strategies with patient partners and providers based on local priorities.
  • Support OHT partners and working groups with relevant performance data.
  • Oversee the Quality, Education & Evaluation Support Table and assist other groups and OHT Leads.
  • Align local reporting with provincial priorities in collaboration with Ontario Health.
  • Develop and implement a performance measurement framework aligned with OHT goals.
  • Monitor and report on key indicators such as health outcomes, access, and system efficiency.
  • Evaluate priority initiatives to guide continuous improvement.
  • Lead development of shared data infrastructure across OHT partners.
  • Analyze and report on population health and service needs.
  • Conduct rapid and in-depth analyses to support initiatives and planning.
  • Use multiple data sources to identify trends and insights.
  • Produce detailed datasets for OHT populations and providers.
  • Ensure data quality, privacy, and compliance with regulations.
REQUIREMENTS:
  • Post-secondary degree in Health Informatics, Public Health, Health Administration, Epidemiology, Statistics, or a related field.
  • Minimum three years’ experience in performance measurement or health data analytics, ideally in healthcare or public sector.
  • Proficiency in data analytics tools (e.g., Power BI, SAS, etc.), advanced Excel techniques, interpretation and investigation of patterns in performance data.
  • Experience with healthcare datasets and familiarity with Ontario’s health system sectors, digital tools and performance indicators.
  • Demonstrated understanding of population health management frameworks, approaches to performance measurement and quality improvement methodologies and tools.
  • Knowledge of data privacy and security legislation (e.g., PHIPA).
  • Strong analytical, problem-solving, communication and project management skills.
  • Commitment to equity, patient-centered care, and continuous improvement.
  • Bilingual (French/ English) is considered an asset.
