What is the Brokered Incentive Agreement (BIA)?

The BIA is a formal arrangement between your business, Job Zone d'emploi, and Employment Ontario. It provides a temporary wage subsidy to help cover the costs of onboarding and training a new employee — making it easier for you to take a chance on someone who's ready to work and eager to grow.

It's not a loan. There's nothing to pay back.
It's a government-backed incentive designed to support local hiring.

What's included

Financial support to help cover wages during onboarding and training. The subsidy covers up to 20 hours per week for 4 to 12 weeks, depending on the role and agreement terms.

Pre-screened candidates

We don't send you a stack of resumes. We work one-on-one with job seekers to get them job-ready, then match them to your specific needs.

A practical training plan

We help you create a realistic on-the-job training plan that aligns with your workplace and sets the new hire up for success.

Retention support

After the hire, our team stays connected. If challenges come up (on either side) we help work through them. The goal is long-term employment, not just a placement.

We find a good fit

We pre-screen candidates from our pool of job seekers based on your specific needs: skills, availability, and fit. You meet candidates who are prepared and motivated.

Hire with support

If you and the candidate are a match, and you're eligible for the BIA, we set up the agreement.

You receive a wage subsidy to help offset training costs, and we stay involved to make sure the placement works.

About the subsidy

The wage subsidy covers up to 20 hours per week for a period of 4 to 12 weeks. Payments help offset wages for your new hire during the training period.

Full payment is made when the agreed hours and terms are met. If hours fall short, payments are prorated accordingly.

Employer responsibilities

To participate, employers need to provide proof of employment (such as pay stubs or timesheets), ensure the agreed hours are worked, and meet the terms of the agreement. The goal of every BIA is continued employment after the subsidy ends.
